Do you need a licence to buy accessories in WA?

Do I need a Licence to buy accessories, such as scopes, bipods, etc. as a gift for a friend? also, do I need a licence to buy a magazine as well, or is that different because it holds ammunition?

Accessories should be ok without a license, they shouldn't be considered part or a firearm. I believe magazines are different as they are considered a firearm part,

so would an AR-style shroud be considered a part of the upper?
