REVIEW OF THE FIREARMS ACT (WA) FINAL REPOR

Post by knowsnothin » 23 Nov 2016, 6:29 pm

report is out

just started reading but appears commission has recommended the permission for use of 'silencers' . Their terminology .

Interested to hear what other think of this review. I'm sure there are unpleasantries .

A quick perusal ;

Air rifles to Cat D?;

The Commission was presented with sufficient evidence to cast doubt on whether air rifles ought to be re-categorised and will make no proposal in that regard. This type of technical analysis is best left to negotiations at a national level which the Commission trusts will take into account technological data and expert advice

:thumbsup:

Access to Cat D rifles?;
Recommendation 80.1 A Professional Shooter whose occupation is the extermination of feral animals or a Primary Producer may obtain approval for a Category D firearm where the licensing Authority is satisfied that the use of such firearm is for that specified purpose

:thumbsup:

Appearance BS?;

Recommendation 82: Regulation 26B(2)(a) should be deleted.

refer reg 26B(2)(a): "...in the opinion of the Commissioner, the firearm closely resembles a firearm that is prohibited under regulation 26;"

Recommendation 83: The Western Australia Government should negotiate at the national level for the removal of the ‘appearance’ provision from the definition of a ‘self-loading centre fire rifle designed or adapted for military purposes’.

excluding from the definition of ammunition, spent casings whether reusable or not. :thumbs:

Recommendation 32:
32.1 The current paper licence and extract of licence should be replaced with a single plastic authorisation card to be issued to holders of rearms licences/ permits/ approvals and to Nominated Persons.

...think of the paper mills

Recommendation 40:
The term of licences should be increased to five years .

Looks like their could be some positives out of this review

Should be a lifetime licence... crazy idea, that you keep it until proven 'unworthy' or leave the jurisdiction or voluntarily hand it in....

Don't forget this is an expensive thought exercise.... wait till GCAversion2 (AMF) hear that the suggestion is 'more' access to murder weapon gun machine automatic semis....(as restricted as it might be)

Re making silencers / moderators legal.

I can understand the concerns with silencers being used on pistols. However it is pretty simple to import 3 every day items separately from overseas to make a high quality silencer. I don't see criminals using silencers on rifles to commit crimes.

Maybe silencers should be allowable on rifles (at a minimum) and licensed as if they were a firearm?
i.e. be registered to a person, have a serial number, be kept locked up & subject to inspections etc.

I won't be holding my breath.

Don't get too excited. We recently had a review that recommended a trial of hunting on public land...

...yeah...

...about that....

Don't really see that going down too well.

Why not focus on other areas? Like the state of nonsense it is to hunt in Tassie?

Don't get excited knowsnothin, you didn't read (d)

d) permission may only be granted to an applicant who can demonstrate that it is necessary in the conduct of the applicant’s business or employment to possess or use the silencer;

In other words professionals only such as their current use by Agriculture Protection Board Officers shooting Starlings with silenced 22's.

I've said it before... the eastern states should be accepting shooters from WA as genuine refugees and when we've extracted them all, cut that idiot state free and let drift into the Indian Ocean because there's nothing that can be done to save it.
There's still a few of Wile. E Coyote's ideas that I haven't tried yet.

Yeah its bloody ridiculous some the rules over here! Can only hope that they see some sense and undo the wrong that has been done to the W.A shooting community.

Looks like there are 4 pages of info on appearance of a firearm (section 11.4 starting at page 81) and a recommendation to remove it. There are a few reasons given.

Does anyone have any updates on the changes in general?

Looking on the bright side, there's a state election in the West next month.
I try not to get my hopes up but if there's a big swing towards relatively pro-gun candidates and parties, whichever Tweedledum or Tweedledee that gets elected may have no choice but to think twice about making things even harder for gun owners in WA.
