Giving a dummy cartridge to an unlicensed mate

I 99% sure this is cool but thought I'd double check.

A mate of who's not licensed would like a couple of collectable bits like a few bullets brass and so on.

If we do a dummy cartridge with bullet and brass only, no primer or powder, that's cool for him to have right?

Don't need a license to buy bullets or brass do you?

If you really wanted to make it clear it was a dummy only you could drill out the primer pocket so it could never be filled/primed.
