The law doesn't restrict "silencers". It restricts any "...contrivance commonly known as a silencer..." - any device attached to a firearm to reduce the sound - "...or any contrivance of a similar nature...".
If you can design a device that does not "attach" to a firearm you should be golden.
Maybe something that attaches to the shooter's left arm for example.
EDIT: I just noticed the the WA Act doesn't require attachment to the firearm - anything that reduces the sound of a firearm could conceivably be included as a "silencer".
