It has cartridges in it, but the thing is essentially a can, completely sealed and requires a special can opener or tools to open it.
So the questions is, does this qualify as:
(3) Any cartridge ammunition for the firearm must be stored in a locked container separate from the receptacle in which the firearm must be stored.?
For example, if I want to sit it on top of the safe, rather than wasting space in my ammo locker?
