Adler fore end pic rail wrong size?

Just got my new Adler B220 today. I tried mounting my light onto the pic rail and it won't clamp onto the rail and remains loose when the light clamp bottoms out.

Is this a common thing on these? Looking like I'll have to remove the pic rail and install a section of metal pic rail.

Does the clamp have a separate jaw piece can be flipped upside down to fit different rail widths?

clamp can't be flipped and shimming won't work either.

on a side note, would it be legal to make an offset bolt handle like the dickinson or SHS? having to not reach so far forward would be good.

Sam Cleaver advised me that in Qld you require an Armourer's licence to do most modifications to firearms. Whether that would include modifying a bolt handle I don't know, you would have to discuss with Weapons Licencing I think.
