Could you use Hornady One Shot aerosol lube on .22LR subsonic ammo if you washed the USA cruddy wax off?
I doubt the lube causes significant issues.
If the issue is the quality of the bullet you probably need a forming die. This swages the bullet to be a consistent diameter as well as a more consistent shape. They have been available in the past but not easy to get. It's very likely easier to make your own.
The base of the bullet plays a significant role in accuracy though, and there's not much we can do to address that with .22LR ammunition.
