Ok here is a pic of my EGW HD rail on my Howa is this rail suitable to be bedded or should it be replaced? Front screws seated but not tight rear screws left out.

There is most likely nothing wrong with the rail. It's more the fact that the Howa Action is not perfect especially against the action that EGW took their design. If you grabbed any number of Howa / Remington Actions that are this design you would find that some may fit perfectly with the same rail and others may not by varying degrees.
Even a high quality CNC Machined Steel Ken Farrell Rail is supplied with instructions on how to check the fitment and instructions on how to bed the rail.
Depending on how much accuracy you're chasing but that would give some inconsistency (even if no real practical loss) but I'd always be thinking about it and it would give me the s**ts every time I noticed it.
Check out this stuff at Bunnings. It's a 2 part epoxy but when mixed it's a bit thicker than stuff like JB Weld. This makes it easier to work with. I've done 3-4 bedding jobs with it now and all have worked well first time. Just make sure to mask everything else up and use a release compound like Kiwi shoe polish or carnuba wax
