As you know there isn't an specified standard for every aspect of a firearms storage receptacle.
It will come down to an agreeable standard of "secure" for the whole safe, not just the walls and lock. External hinges, exposes welds, non-recessed door, general gaps that could be pried etc.
If an inspecting officer feels it doesn't constitute a "secure" receptacle for any of these or other reasons then you could get in hot water.
I would think an external padlock would be frowned up as a big pair of bolt cutters or $120 battery powered angle grinder would get through after not too long.
Convention safe design would either have internal hinges and opposing locking rods, or external hinges with locking rods on multiple sizes. Either way entry is protected from multiples side.
A safe using an external padlock is only as strong as one shackle.
