Note the fine control ball lever bit he's using with his left hand.

Anyone know what rest it is?

It's a SEB NEO rest made by a gentleman by the name of Sebastian Lambang in Indonesia. It's one of the best made and machined pieces of equipment I've had the pleasure of owning and using for the past several years. I run the MAX version on my benchrest 50 and the Q-Store in Belmont QLD is your best contact if you're looking to purchase one.

This is the setup I use for competition, SEB Max coaxial rest up front and Bald Eagle cast iron on the rear. Holds the big gun brilliantly and so far undefeated in 3 years of competition :)
