When things get close to the limit it can go either way depending on the RO or the Range specific rules and how detailed they are. another example would be the 303 which is clearly allowed on those ranges.
After just checking the interwebs this came up on google.
The official military designation of the new cartridge was the .45-70-405. Caliber was .458” (11.6mm)
That would not be close in most peoples minds I would think.
