Maybe they were banking on 5.7x28mm becoming more popular over there as a pistol cartridge?
I like the idea of 22 Hornet ballistics in it, quiet, capable of taking everything from rabbits up to fallow & pigs if you're careful. Light small sized ammo so you can carry a lot. That said, you have one shot and have to cock it after closing the bolt so I wouldn't want to try it on a big razorback charging. 9mm is pretty anemic for hunting anything bigger than a hare, it looks like they may have been trying to chamber it in a pistol calibre so you can carry one ammo type for both.

The bolt has pretty small locking lugs and both cartridges are pretty low pressure (about the same as the Hornet) so maybe you're right.
It would still make a good throw in the truck or pack gun for the odd rabbit I think. Much smaller and easier to pack than pretty much everything else that's likely to be legal in NSW (although I hear they are going to ease up on folding stocks and appearance laws now).
