I could be mistaken, but I think in the comments below one of his videos he said he was born in Poland.

Always thought about getting a Mosin. Didn’t know they were made in Ukraine.

They weren't made in Ukraine, tons were left there by the USSR after independance, a few were kept for use by Ukrainian Forces and a few were scoped with SVD mounts. PU scoped rifles are still seen in many conflicts today.
