Is Ripley range 'load and fire single rounds only' like Belmont?

Yes, though with range officer permission I think you can "function test" a lever action.

Are these government run ranges, or privately run ranges?

You could try contacting some of the other rifle clubs that operate out of Ripley.

Or contact SSAA rocksberg, had magazine loading last time I was there
