Dont know how it will go cutting your hulls....... but I was looking for a new cigar cutter

In the movies the marfia cut people's fingers off cigar cutters.... so if your in the movies it should work fine

Maybe a tube cutter from Bunnings? Works on copper so should be plenty tough enough on plastic.

I reckon I'd do what Old Bloke said, a bit of tube or dowel cut to the length required, insert in case and trim with blade, simple but effective enough to do the job and cost SFA into the bargain.

I'd go with Oldblokes suggestion, a piece of tube cut to length, faced off in a lathe if you can get access to one.

You should be able to get tube (not pipe) that's a pretty close fit by looking at outside diameters and wall thicknesses. Something like 22mm ERW comes in 1.5mm and 2mm Wall thicknesses. I'd also look at stainless tube in the same specs.

If it were me I'd spin up something heavy from stainless with a large top surface and use the stanly knife as suggested.

I don't think the trimming is all that critical after all it's only a shot gun case not a 500 mtr comp rifle. If you use the tube idea cut from centre to outer and dowel from out to centre. Once you do a heap of them you reload them a few times so shouldn't be too muck of an effort.
