Is it crucial to clean the bore between groups during load development?

I would advise not to clean at all. You need to develop your load to the way you would normally shoot. So if that is normally 40 shots you develop a load that will give consistent results from first shot to last. If you are only ever going to fire three shots it could be a totally different load.

I don't clean between testing different loads.

If you do get a lot of fouling during load development, stop and clean your barrel. Then fire a group or two and resume load development. Don't shoot the most promising load as the last group of a 50 shot session.
