ADI list 28gn behind 485gn cast at 1280fps up to 32gn making 1430fps.

Yes, the actual alloy, bullet diameter, lubricant, seating depth, crimp and loading technique will have more bearing than the 15gn difference in bullet weight. These variables will also effect the velocity you get in your rifle with these loads.
You're not looking at the bottom end of any scale, that is just a convenient point they offer for you start your load development at, that's why it's called a "starting" load. You can go work up or down from there to suit your purposes. Some load data don't even bother with starting loads, they just list their maximum load and warn you to start 10% lower than that - Alliant for example. Subsonic is likely to be around the 25gn region.
