Can't recommend a Stirling 22. All indications on this forum is get the Norinco 22lr. Great value.
A22lr , 12g shotgun, 223 ba and 308 ba will cover almost every need in oz.
The Lee loader, will neck size and with care load good ammo. But I reckon the Lee kits for around $250.00 are pretty good value. There are two, Anniverery and Challenger, one has a few more bells and whistles.There is better for sure but I think unless you get into target shooting does the trick.

I always recommend the Lee kits to newbies. Excellent value for money. All you need to add are your dies and components and you are on your way. Due care and diligence will give top quality ammo even for the novice.
