I start by shooting something similar to a ladder test to find a powder range that has minimal effect on point of impact elevation. You should find a range of 2-3gn variation in the charge that has little or no effect on the elevation of the groups. That will minimise the effects of other variables on your load.
Then I work up loads within that range to find the most consistent grouping.
Then I make adjustments to seating depth.
