Max is 24.9 grains of ap70N with 36 grams of lead.
I believe your load was a gross over load.
Double the payload with normal weight of powder is not a lot different to doubling the powder with normal payload. I know your powder load was a little lighter but still?

Is there a slower shotgun powder?

Now I know I am not the craziest person on this site I will confess.I made solids by melting lead in to 16mm copper pipe and hacksawing to 16mm pieces and removing the copper jacket.I was into shotgunning big time back then and had lots of ADI powder and wads and used 25gn of AP70N with a 1oz wad with the petals cut off.I launched the first 5 from behind a tree with a string on the trigger out of my Greener and they seemed to go O.K.so I started using them.Later when I had scales they weighed 1 5/8 oz and I cut them at 14mm from then on and they went even better.I had a situation when a farmer asked me to remove some kangaroos that were blind.They developed this blue sheen across there eyes and it was not nice.They sensed I was there but knew not where.I hit this one from about 20 metres and the damage was ridiculous.It was crouched facing me and the slug went right through and I could see it bounce across the paddock which was flooded at the time.The best effort was turning up at a buddies to go hunting who lived on 500 acres and there were ducks in a drainage ditch at 180 metres from his house so I started lining them up on a fence post with the Greener and says what are you doing clown then I splashed this big f off slug about 4 inches of its beak.Same day another hunting buddy tried them out of his trap gun and it had a bad habit of letting both barrels go at once.Oooooopppps.Please stop using 2 1/2 ounce if it goes wrong it will do it spectacularly.We were lucky never again
