I know lapua is good quality, more after info on the stamp. Also the primers are different. Seems to be 3 small flattened areas around it.

The brass was made by Lapua for HPS Ltd in the UK who sold it to Bisley shooters. They also made brass, sold again by HPS, with the headstamp MEN, some with Palma match primers. The flats are primer crimps. HPS also sold loaded ammunition at Lord Roberts on Bisley Camp as Targetmaster brand with various headstamps, Lapua, PPU, etc loaded with Sierra Matchkings. They also had Lapua make a run of brass with their own initials, HPS, like the ones you have. HPS is still in business, and still sells fullbore shooting equipment and ammo, Cheers.

What they haven't mentioned is you will need to ream or swage the primer pockets before you can reload them
