Yeah, steel is tricky to solder. Brass or copper is heaps easier. Have you got any "bakers soldering flux"? Melt the solder or some lead in a pot, then after dip clean steel in the flux put it in the lead, dry or damp only. Will be easy to solder then.
Silver solder is great if you have the gear but way over the top for that job. I plan on making a set of about 20 . I just need a donation of 20 or so empties.
PS. Try coat hanger wire, some of it is tinned
