Can anyone on here tell me if non dealers are allowed to import new scopes from USA

Yes unless it's a controlled item like some sort of Milspec thermal or optic

You might run into an issue if you try and claim a warranty thou

Also be aware of fake Leupolds and Zeiss scope

I recently tried to get some of the LVPO's Brownells keeps sending me ads for... 1-6x and 1-8x etc Japanese made... but they won't send them out of the country, stating export restrictions.
Weird because they'll gladly send me gunsmithing tools and specialised reloading gear but not scopes.
I've used The Optic Zone many times though, to buy Leupold scopes and rings. And a shop in Arizona, Bruno Shooters Supply who will export similar gear. McMillan stocks, specialised reloading stuff, Nightforce specific stuff.

I have found that a lot of US vendors wrap their knockbacks up in a "But ITAR..." excuse which is often code for "Not worth our time with it unless you're buying a pallet of stuff"

Which is fine. But I'd prefer they just say that than pretend that something mundane is regulated by ITAR

A lot of it is actually what Australia did over the scamdemic if you get onto some of the big us forums who have a lot of vendor's on them is read some years ago they would refuse to deal with Aussies because
of it .
Australia lost a lot of credibility over that especially in the US

Whatever the excuse, it's made us beholden to the importers and their hold on certain brands, which means they can dictate prices.
Leupold as an example and Nioa....
I remember trying to get certain products from them and needing to get special orders and the prices (if they decided they were actually even going to import the special order) was jacked way over the exchange rate, postage and even an acceptable admin fee.
So I eventually found a small dealer there that just went to their local PO and mailed whatever I wanted to me from the US.
My wife bought a Swaro Z8i scope from a big Europe optics dealer and the saving once here was $700. So good we bought another.

Now people will say, you won't have warranty here, but who cares, the extra few days post it takes to send back to the country of supply is nothing really.
