It has no similarity to a type 97 sniper scope but that does not preclude it's use for other military purposes.
Certainly not a rifle scope but may have been used as a spotter, The inbuilt spirit level suggests possible use with a dumpy or clinometer, The use of English script is not telling as many optical companies products were used by the Imperial Army, this is the marking on a Type 97 Machine Gun scope
