When I was a kid my WMR was the Stirling Model 1500M. The rifle was nice, virtually identical to the Model 15 in .22LR. But I found it lacking in accuracy (alongside the .222), and ammo was expensive so I rarely used it. Whether an old one would shoot better with modern ammo I don't know but it might be worth looking at an older rifle if you have a tight budget. And you might be able to try it out before buying it.
My neighbour has a Winchester Model 9422M he got as a kid, beautiful rifles but they can go as high as $2000 nowadays.
I was at a dealer last week that had a Ruger Model 96/22M lever-action in WMR. Very nice rifle that I would've grabbed if I had any interest in WMR, if it had been in .22LR I definitely would have grabbed it. I don't recall the price but I think it was around the thousand mark so way outside your budget.
If I were looking for a cheap WMR I'd probably hunt for a Norinco JW23, WMR version of the JW15 copy of the CZ/Brno. That dealer I was at had just received ten new Norinco JW15's that morning, but even those are now $600 I think, I was looking for a pair for my grandkids last year.
There are a few nice looking cheap rifles online.
