It's possibly down to the guy doing the job, I doubt there's a specific length required in the legislation. Call the dealer and have him measure it.

FYI, All the pinned ones meant for NSW are pinned by NIOA at 13 and 3/4". This is the mid point of the adjustability, it's also the default position as it it in the foam in the box.
