I think this Is actually a Charger barrel. But how would it perform on a 10/22?
How short is too short on a 22lr to burn all the powder and achieve reasonable accuracy? I know lots of people talk about 16-18” being a pretty good length.

Depends entirely on the ammo you're using. Something like CCI Quiet would likely be just fine in it, a Stinger might lose hundreds of feet per second.
Accuracy is not effected by barrel length.

Wonder if the CCI Quiet would cycle through a semi auto though?

Typically CCI Quiet won't cycle a semi-auto of any barrel length, even with a specially lightened recoil spring, but CCI do make a "CCI Quiet Semi-Auto" variant which uses slightly heavier and faster projectiles which generally does cycle well. It's noise level site somewhere between CCI Quiet and a standard sub-sonic round.

Around 16" has been estimated as about optimum for muzzle velocity, for shorter barrels the projectile was still accelerating when it left and for longer barrels it would be decelerating due to the drag of the rifling, Accuracy is not affected by barrel length although for iron sights the sight radius will be a factor.

You might have to tweak the recoil springs but I don't think it's designed to cycle semi's.

Not that a 10/22 is a rifle for outstanding accuracy but 20 inches is about optimal for accuracy. That said I have seen some fantastic shooters with 25 or 26 inches.

CCI Quiet won't cycle my 10/22. Not a chance.
However most sub sonic loads do easily.
I put a 16" PWS carbon-wrapped target "bull" barrel on ours and it engraves 40gn projectiles with the rifling groves, and shoots awesome. It also LOVES Stingers and Velocitors, which is great news.

Where did you get your PWS barrel?

CCI warn against using 22 Quiet rounds in barrels over 24" in length as they may not make it all the way though.
Peak 22LR velocity happens around 18" through the barrel, before that it's still accelerating and after that the drag is winning and slowing it down.
In my experience, longer barrels seem more prone to ammo sensitivity, maybe the longer length increases the size of harmonic vibrations and the extra travel time for the projectile causes them to have a greater effect.

40gn Quiets at 710fps also won't cycle a semi-auto, the recoil spring would need to be so weak that it would be useless for any other ammo type and might not even be strong enough to pick up and load the next round. There's a CCI Quiet Semi-Auto round that can, 45gn and 875fps from memory.

Quiets go through my 25" barrels okay. S&B Shorts are a different matter though :-)
