Here in QLD, the letter would need to be signed by the person managing/running the property.
That doesnt necessarily mean it's the person(or persons) who actually own the property, but the person running the show.
If both brothers co-manage the property, then you'd likely be safest to get both to sign.
If one brother runs the property, and the other is a silent partner, then it's the person managing the welfare of the property and the livestock that would be the authorised person for allowing you to shoot on the place.
Thats been my experience in Outback QLD; for someone living in WA, all best are off.
