I've called them literally over 10 times, emailed them 3 times. They keep saying it's due to workload. This is the last email they sent me:

Anyone else wait this long? I applied online, dunno if that affected the wait time in any way. They told me over the phone they haven't even started looking at my application.

I would definitely be starting the formal appeal process.
I'm fairly sure your situation would amount to 'failure to issue a licence' for the purposes of section 75 of the Firearms Act. Pursuant to that section, you are entitled to have the failure to make a decision reviewed by the Civil and Administrative Tribunal.
The NSW Police Force have their own internal review process as described in this document:

If I were you, I'd send them the email request for internal review and tell them you want it resolved within three weeks or you will be applying for NCAT review. If there's a cost involved with the NCAT process and you can't afford it, set up a GoFundMe and post the details here. I'm sure you'll get the money.
