WLB are not issuing 338lapua PTAs unless you have huge amounts(thousands of acres) of land as no range is currently approved for it.
45-70 whilst big in diameter is not classed as a big calibre due to its low energy. Its just a big slow projectile that has an effective range of like 200 yards.
338lapua can hit 1500 yards all day long with ease and much much more with a lot of skill.
that's been my take on WLB approvals related to calibre , muzzle energy . as you have pointed out 45-70 is a large cal but the muzzle energy isn't right up there. one way around their restrictions might be rebarreling a rifle . going from 7mm rem mag to 300 win mag, 338 win mag with a barrel swap . ssaa big game comps have been canned from belmont qld because of energy restrictions brought in at that range and are now run at ripley range . ripley has energy restrictions as well , but it's right up there
