I’m in Victoria, not QLD. But last week I lodged a cat c permit at 1 o’clock in the arvo and it came through that same day before the close of business.

A Class 22 - PTA 15/01/2021 - Waiting

I assume the 'H' and 'A' categories are quoted the wrong way round there or something is very wrong.
In QLD there's almost no processing on category A long arms, the approval comes through in a couple of days for pretty much everyone, category B long arms have always taken longer and category H handguns even longer still.

There does seem to be a trend of wait times increasing for all PTAs though.

Cat H PTA for a .22 semi auto submitted on 8th March, email notification received today (Saturday 27th) so 3 weeks in total, it should reach the dealer by email early next week.
Faster than I was expecting although still a pretty poor service.

I have another three Cat H PTAs in progress, all submitted on 12th March but for private sellers so that may take a little longer, plus the wait for the paperwork through the post.

Spoke on the phone to WL Today - License was approved on Wednesday so called to check on my PTAs - Legend approved 3 out of 4 of them then and there and said the last one submitted last week I will have to join the queue but they are already processing april so it won't be long at all :D

Already licensed and own a CAT B bolt action rifle.

Put in 2 PTA's separately this week:

First CAT A (22LR) for me on Tuesday - Permit to Acquire Application Approval email from WLB in 24 hours but said this: "This email is to advise that your application for a Permit to Acquire for the below weapon will be approved on 13/05/2021"

Then put in a CAT B PTA (223REM) on Thursday - Permit to Acquire Application Approval email from WLB in 24 hours but said this: "This email is to advise that your application for a Permit to Acquire for the below weapon will be approved on 15/05/2021"

Both emails had this under that line about "will be approved on...."

"You will receive your Permit to Acquire after the mandatory waiting periods have been met as required by the Weapons Act 1990 and Weapons Regulation 2016 and after quality assurance checks have been undertaken."

Weapons Act 1990 makes no reference to a waiting period for PTA's

Weapons Regulations 2016 states in Division 1 in regards to waiting periods for PTA's:

101 Waiting period for decision on application for permit to
acquire
(1) This section prescribes the period for section 42 of the Act.
(2) The period is 28 days after the day the applicant lodged the
application for the permit to acquire the weapon.
(3) However, the period is the remainder of the day on which the
applicant lodged the application for the permit, if—
(a) the applicant already holds a firearm under a licence; or
(b) an authorised officer is satisfied there are exceptional
circumstances.

It looks like the Law clearly states under 101 - 3a that the PTA is not automatically always a 28 day wait.

Am I missing something or is QLD WLB deliberately misinterpreting the law?

The details for your existing firearms have not been added to the registry yet, after (if) they receive the paperwork from the dealer it can take months for the registry to actually be updated.

Get a scan/photo of the completed PTA and disposal notice that you got from the dealer and forward it to WLB, advise them that you do have a firearm under your license and under section 101(3a) of the act no additional waiting period should be applied to the new PTAs. Ask them to update their registry with the details that you have provided and process the new PTAs.

Be polite and ask them to do this, don't demand it or rant about your lawful 'rights'. I had a similar issue with my second firearm and did as above, it was sorted in a couple of days and my PTA arrived at the dealer.

Does "will be approved on <date>" mean, 'we've done the processing and you'll get it on that date', or 'we won't even be bothered to look at it until that date and even then you'll go into the queue with everyone else'?

"will be approved on <date>" means that they can see no existing firearms linked to your license so are applying the mandatory 28 day wait before the approval completes.

I've applied for 3 in about the last 6 months.
The first two were approved in 24hrs, the latest (about 2 weeks ago) was 7 days.

I applied for my licence around march 17 and two PTAs a week later. Still waiting. Called them on 24th of may and they said (politely) "don't call back for another 6-8 weeks".

The wait times for PTAs are all over the place, could be days, could be weeks, who knows how they divide up the work queue, I recently had to query a PTA I'd submitted and whilst on the phone I asked about how far back in the queue it was, their answer was that they had no way to tell how many were in front of it or how long it would take to be processed.

Licensing seems more predictable and currently seems to be in the 20-25 week range for most people.

I suggest talking to your local MP and get them to talk to the police commissioner on your behalf on why you are waiting so long. Tell them that the wait is unreasonable and for a paid service ridiculous. I have done this when I had delays with weapons licensing and it got me a quick response. The MP represents you so use him or her to represent you. My MP was labor so I assume a socialist but he still represented me with what I wanted so I am happy about that. The first step is the MPs admin contacted someone in weapons licensing, then if they get no response they go to the commissioner.

Imagine waiting months for an automobile or jet ski licence.

Thanks bigrich, I have joined the Shooter's Union a few months ago and will continue to be a member. I will look into the NSC as well thank you for the suggestion. I figure it's too early to ask the union for help but maybe I can make them aware.

Totally agree these organisations will be critical to support moving forward.
