Welcome to our lovely society of bureaucracy nonsense. You've done the right thing. You've contacted all the right departments, and didn't get a clear answer - no one is game enough these days to be held accountable.

I've asked direct questions before about clarification of regulations and acts. They always come back and repeat exactly what the act says - none game enough to interpret, expand or make clear - because it's always up for interpretation by the judge if it goes to court.

Thus requires you to think like a bureaucrat and read between the lines. ;)

If it was not to be treated as a license, it's 'safe' for them to say 'No' - and you would have gotten a clear 'No' answer.

However, if they all understand it that it is fine to be treated as a license, they say "I don't know" because they do know, but because there's 0.0001% of doubt they don't want to be liable. Same response even if it was written directly in the regulations.

Personally, I'd just take the receipt along with some extra photo ID (drivers license) to prove you are you, and be done with it.

No. Do not read between the lines of the law. There are no "between the lines", there are only the lines. The lines are the only thing that can be argued in court. I'm tipping that having your lawyer state, my client read between the lines of the Act" would bring the gavel down pretty quick.

The best thing to do is read the Act and the State Regulations and stick to them very well.

In Tas, you can borrow or buy a firearm that belongs to the classification listed on your licence and you can also buy ammo for any firearm that is of the classification/s listed on your licence.

He has done the safety course got approval etc. They sent it back and he payed for the license and has had his photo taken, but he is still waiting on the actual license card. If he comes out with me bringing the receipt can that be used as a temporary license? Because technically it has been approved and payed for and photo taken. I can't remember clearly but for some reason I thoughat I heard when your at that point in ur license it's ok to shoot..

YES. End of story
