As I understand it you will need do:
1) Get a firearm license for the type of firearm you are wanting to buy (if you don't have one yet)
2) Obtain a PTA (permission to Acquire) through the state you reside in (aka Vic Pol in your case).
3) Organise for a dealer to do the transfer. (You could meet the seller at a dealer). I believe that NSW, SA and Victoria have an agreement between the states where you can use your Victorian PTA to acquire a firearm in either Vic, NSW or SA. (I believe this only applies to acquiring - not disposing, so you would need to go to a NSW dealer to perform the transaction if the firearm is registered in NSW). (Someone else might be able to correct me if I'm wrong with this).
Alternatively - if you don't want to travel to meet the seller - they could sell it to you via a NSW dealer. You could purchase it electronically. The NSW dealer could then ship it to a Victorian dealer who you would visit and hand in your PTA to acquire.
Either way - the seller will need to get a dealer involved - and they should be able to assist you with the rest of the requirements.
