There is no law in Victoria that says ammo has to be in a locked container when in transit.
The legislation for in transit of ammo reads, (paraphrased as I dont have the act in front of me) “take reasonable precautions to ensure it’s not lost or stolen”.
While you are in the car it’s in you possession, if you are not in your car, lock it. Simple as that.
The locking up of ammo in a container in transit is a recommendation, and can be found in a few documents but not the legislation. Recommendations like the “wipe off 5” (drive 5km below the limit), the slow signs the road workers hold, the speed limit is the speed limit, you can go slower if you like but you don’t have to….sorry these 2 best I could come up with at the moment.

Ammunition must be stored in a separate locked metal box that is securely fixed to the inside of the cabinet. It must be constructed of not less than 2mm steel in compliance with Schedule 4 of the Firearms Regulations.
To store in a separate steel box outside the cabinet , it would need to comply with all the requirements of a separate cabinet in construction, doors and hinges; and fixed to the wall in the same way as the other cabinet in accordance to the Schedule.
When conveying your firearm in a vehicle it should be carried out of sight, unloaded and never be left unattended. The ammunition can be carried in their original boxes in a glove-box or storage pouch in the rifle bag.

secure would reasonably be interpreted as in a locked container, its not worth arguing when you're pulled over with your ammo rolling around the back seat so lock it, a milsurp ammo tin is enough...and a lot more stronger secure durable than a plastic container.

Secure in this context means safe, protected, safe as houses, yes we can argue the meaning of “secure”.
Consider this;
If you read "secure" as locked box it also applies to “carried” & “used”. Do you use ammo from a locked box, do you know any one that carries a locked box in the field with their ammo in it.
Do you agree that ammo doesn’t have to be locked when carried in the field or when you are using it, if so you will also have to agree then that in this context it also applies to transporting?
