The $10 permit/letter you have is only to get your shooters lic.

You can shoot pests in SF. Nothing else required.
To hunt game you need a game licence. e.g. GMA deer lic.
You can check/adjust sights in SF. Just don't turn it in to a shooting range. Consider your back stop.
Don't shoot close to property or on dirt/public roads in SF.

Not spotlight. Spotlighting in recognized Deer habitat is illegal. And most SF is just that "Deer habitat"

Why don't you have a look here https://www.gma.vic.gov.au/hunting

I was just about to reference that:

State Forests - Game species may be hunted during the open season only. Pest animals may be hunted at any time.

Game Reserves - Game species may be hunted, but only during the open season. Sixteen State Game Reserves are available for quail hunting, one for Sambar Deer hunting and six for Hog Deer hunting. Recreational hunters can hunt foxes, hares and rabbits on State Game Reserves while hunting for game duck during the open season for duck hunting.
