First PTA expired during the initial 6 months period

Long story short, still within my first 6 months period after getting the full Cat H handgun license. Got my first PTA arpproved for a 9mm handgun but couldn't use it in time, so that's expired.
Get hold of another 9mm handgun and submitted 2nd PTA, but got a refuse notice based on the law of I can only own one centerfire handgun during the first 6 months period. But in fact I didn't use the first PTA and don't own any handgun. Did LRD just blindly assume if they issue a PTA you will get that gun regardless without verifying? Did anybody encounter the similar situation before? What can I do except wait until my 6 months past?

You need to call them and explain exactly what is going on - have your expired permit in front of you so you can quote numbers. Frustrating as it seems, I think you should find it's a pretty simple fix.

You are aware that LRD will re-issue a PTA if it expires the 1st time? If you have already paid for it they will carry over the payment to the re-issue.
