Hi guys is it okay for a licenced person to buy powder second hand off another licenced person or are gunstores/dealers the only ones who can sell it.

Might be corrected. But in Vic pretty sure you need to be licensed. (e.g gun shop) Got a feeling you can give it to another shooter though.

As the buyer/recipient you're probably OK in all states, from what I've seen the laws are all based around restricting who can sell or even give away propellant powder and who they can sell it to.
