Dealer submitted PTA's, do I get a copy? Or stuck with shop?

Long story short, had a 22lr lined up to purchase second hand and was going to be sent to the dealer. Sale fell through, but still need a 22lr, however I've found something I like at a different dealer..

Seeing as the PTA gets sent directly to the dealer, can I request a copy? Or am I now stuck purchasing only through that one dealer?

The guy at the shop said that Cat B PTAs will be mailed to me and that Cat A PTAs will be sent to the dealer?

Trying to make sense of it all.

Cat A sent to dealer who submitted application, so you don't get a copy. Have the dealer you want to buy from submit another application and ignore the previous one or apply for one online yourself then you can shop around.
