Buying a PPK on Victorian pistol license

Could I own a ppk on a regular handgun license if I have the restricted category for short pistols?

What do you mean "restricted category"? Do you mean a Chief Commissioners Approval? These are rarely issued and are specific to a particular firearm that you apply for in order to compete in an approved match and there are reasons why you cannot use another type of handgun. Other than that you need a Collectors Licence.

Not that I'm aware of, Collector's licence only.

Indeed. The short barrel exception is only for very targeted and specific competition handguns.
