Non-Licensed Buying Lead Shot

Hey all :D
Just curious as I couldn't any resources in my search, but would it be legal for a non-licensed individual to buy inert lead Minie Ball's? I have an idea for a art display sort of installment.

In Victoria I don't know of any restriction on possession of bullets, WA would be a problem.

If it contains no powder or primers than for legal purposes its just a piece of steel, brass or metal etc etc.

Both the above are correct for Victoria, Juggler.

You can buy projectiles and brass in Victoria with no license. It's primers, power, and action parts/barrels that are restricted.

Minie balls are just bits of metal, no different that a pocket full of coins here.
