New Lic Application

I have a relative just moved from Adelaide to Melbourne. He has passed his safety course etc. Now the difficult part. To sign off all the referee paperwork, he needs a referee from the list who is not related by blood or marriage and who has known him for 12 months.. he has several choices but all are related or interstate.. the one person must sign all relevant paperwork in person.
Any ideas?
