Workers blocking/directing traffic

Not a gun law question but a laws one so hopefully this is an ok section.

If anyone knows...... When there are workers from a private construction site, that's not doing a government project, and they put out speed signs, block of sections of lands and tell traffic to stop and all the rest am I right in assuming that they don't have any legal authority to be interfering with traffic?

They just do it themselves?

There are 2 types of roads; declared and local, declared are usually managed by the state roads corp, local by the council, either way the consent/approval by the 'road manager' is required to do anything on the 'road' (=title to title including naturestrip and footpath).

If approved; directions and signs must be 'obeyed'
If John Smith is building a house and walks out onto the road stopping traffic.... I would suspect its not an approved(insured) operation, but a call into the 'road manager' will confirm either way

Removalist trucks are the worst.

There are lots of slim 2 way single land rounds around me and there is always a truck parked somewhere with cones around it forcing people to go onto the oncoming lane.

Well, I've stated the Vic example, assume its the same over there....call your local authority (council) to confirm

Working on a nature strip requires traffic management plans
Closing a shoulder down requires speed reduction and traffic management plan
But any random person are not allowed to stand there and control traffic for long amounts of time unless they have traffic control ticket.
But anyone can stop traffic for machinery or truck to cross a road/back in
if you don't get stuck, your not trying hard enough

The annoying one is when they put low speed sides down for "workmen ahead" and you crawl the next few hundred metres and no one was bloody there.

They just couldn't be stuffed bringing the signs in :problem:

No, a random person CAN NOT stop traffic.... you can as a 'courtesy' indicate to oncoming traffic that there's a hazard ahead, say a delivery van backing out of your driveway, but at the same time common sense of both the delivery driver as well as the road user approaching should be sufficient. If you are planning to have over sized vehicles or numerous movements you'd be advised to speak to the road manager. In Victoria permits for Heavy/oversized vehicles are handled under Queensland Law (yup) through Brissy (yup)

tractor lawn mowers dropping speed down to 80 on country roads,, makes me wonder if they are allowed to do that!!

I can't remember the exact wording but it's something like you're not allowed to drive in a way that causes obstruction.

e.g. 50km down the highway during peak hour just because you're not comfortable with a 100km.

If it's a country road and you can easily over take it's maybe not considered an obstruction?

Can a tractor go faster than 80 safely also? The only other options is going to be put it on the back of a flatbed which probably isn't much better than just having the tractor go down anyway right?
