In Russia, there's a mindset that the street is filthy, and there needs to be a demarcation of all contaminated streetwear vs what's allowed inside the house. Given the cleanliness of the public transport there, it's already understandable. As for the snow affected areas (most of Russia), consider spring thaw, and 6months worth of phlegm and god knows what else all thawing on the street, so the demarcation makes sense. As for the car... well that's part of the street?
However, My lab manager's zone apparently extends to the car, although why it must be washed so thoroughly when every trip starts with 1km of dirt road... who knows. But never touches the wheel rims, so the car still looks dirty as far as I'm concerned.
