Regardless of the wording in legislation and whatnot, those in power have complete control over us.

Our rights/freedoms are a figment of our imagination.
We are "allowed" to believe we are free in order to avoid the entire population turning on the government and authority figures, the price for giving up said freedoms is the illusion of security and safety which we have been conditioned to believe we are incapable of providing for ourselves and our families.

What constitutes an " Emergency " to the Australian Government? Anyone remember the Malaysian " Emergency "?. I also thought it might be about fire fighters, but they are not SPECIFICALLY mentioned. But yet FOREIGN POLICE and FOREIGN ARMED FORCES are SPECIFICALLY mentioned. You can bury your head in the sand and play the piano until the Titanic goes down if you like. ;)

From a different perspective, l believe that this is fixing any liability and remuneration issues of calling out the Defence Reserve Force (not on CFTS) to react to emergencies within AS. With regard to foreign forces, there are probably a few hundred US, UKDF, NZDF, PNGDF etc personnel serving in exchange positions within the ADF that are directly involved with the planning and execution of emergency responses within Australia. They need to be covered for liability also.

You may be very right mate. I am probably very wrong. Only time will tell. I hope I am wrong, I have no problems with that.
