By the way, the Form 515 goes something like "Application for statement of eligibility to join an approved pistol shooting club". Is there a chance I'm just not going to hear back and I need to resubmit because the cops honestly had no clue what to do with it

Up there, when you want to join a pistol club you first have to ask Police for permission before you can join? I would chase them up via email.
I'm not aware of such an application down here, I've joined three pistol clubs in seven months. Perhaps there's an application that the club does internally for us though. When we do the NORI for every shoot when unlicenced the club sends them in to Police every week, and Police send out a letter acknowledging that they're aware you had a shoot, but you get the letter around four months after the shoot.

A pistol licence in Queensland is called a "concealable firearms licence".. If you don't already have another class of licence IE a firearms licence(street name A/B licence), or a collectors licence etc than you must fill out that form before you can join a pistol club. Think of the form as a pre background check. Where if you already have another licence you have already been vetted.

Do a background check first before joining a pistol club if you don't already have an A/B licence.

We have a member in our club since the early nineties who has never held a longarm licence. Just seems weird to me, especially in the country

We have a new member that just got his full licence and has never held any firearm licence before. He's having to wait the 28 days to pick up his first pistol. He should've gotten his CatA/B while he was waiting and he wouldn't be waiting for his pistol now. He hasn't mentioned any pre-club-membership oddities though, joining the club includes the membership fee and a "joining fee" (in the first year only) which covers the background check, regardless of your firearm history. Then when you apply for the licence you also have to pay for the Police records check and fingerprinting.
