If you have no license, all NFA taxes are $200 except for AOW which is $5. Silencer is $200 tax. AOWs are intentionally disguised guns like cell phone guns, short barreled shotguns that never had a stock but are not handguns, and a few other things. It's hard to explain. It's a pain but it's been this way (mostly) since 1934. At least they don't make you get a license or anything.

Here in Vic, I have not had a rejection as such, but more an explain why you need (or genuine reason for) this firearm.
In my case I was buying a Thompson Contender G2 handgun in 22LR for Rimfire Metallic Silhouette. As I already had a TC G2 in 22LR and 3 other 22LR handguns, I was required to explain why I needed this one.

I simply explained the series of matches in rimfire metallic silhouette (production, revolver, any sight, standing, 50M etc) and that this one was fitted with aperture sight and was therefore for the any sight match and all was good.

Don't you just love the insanity of all this.
It's not legit' until you pay a TAX, and then everything is hunky dory. What absolute crass stupidity. Just pay the TAX; everything's OK now.
Insanity.
