No there is no law requiring that, it's just a feature they seem to put into safes for some reason (mine has something similar) I don't use it as I leave my cleaning rods on the desk where I clean and maintain my rifles along with all the other cleaning/maintenance gear.
I should email them that when we were in the jungle, only had blanks, and monkeys would steal somebody's stuff we would use the blanks to shoot cleaning rods at them. That will probably be enough to put the cleaning rods in your safe
