To get such a high number is actually pretty good. I've done a few public submissions and infact if you were retired you could make it your life's work.
The 2012 game regs had only 450 signatures half were greens and compare that to 46k game licences. The native bird inquiry had a few thousand and most of them were animal activists.
The Melbourne metro had about 1k from memory and affected a few million. The SA mining act abd regulation revisions had about 110 submissions even though the act affected tens of thousands.
I'm happy to say that actually meeting the decision makers both privately and publicly has got what I wanted after presenting my case which is much better than form responses which are immediately filtered.
