It may come down to a long weekend trip to Melbourne to get hold it.
There's still a few of Wile. E Coyote's ideas that I haven't tried yet.

Can a person check it in luggage on airplane ? How much I guess is the question...and also - on the spirit, sometimes they will make you dispose of jerry cans with fuel, dispense some gas cylinders, etc - but it seems to be intermittent as to these rules...caravans don’t empty lpg and your bloody car is carrying 70+ litres so...stuffed if I know...but if they ask if your carrying powder - if you say no and they find it...world of pain.

Thats why i didnt bring any with me to tassie, the boat is under maritime rules, the consequences would have been really bad for me, but now im paying the price for doing the right thing.

There are plenty of ways to transport it safely. A ship would be fairly low risk.
They simply choose to be unhelpful.
