The explosion your thinking of was an explosives manufacturer at Gladstone, the fireworks maker was a different place, he ran it from a couple of shipping containers in a bunker and a small shed if I remember correctly., I think it was out near Two Wells.
Out of interest I'm going to have a read of my state's requirements, I'll bet I'd need a paddock with a bunker in the middle... doubt a back yard shed would meet the requirements
It'll be interesting to see if there's a sliding scale of requirements based on quantities.

The act is only 30 pages long which is about a ⅓ of thr size of thr firearms act, the Regulations are 114 pages which is about the same. They read pretty well.
Having worked in high risk / dangerous industry for decades, so far it all looks pretty straight forward.
